After a country has met the graduation criteria for the first time, the relevant UN system entities begin their ex ante analysis of the impacts of graduation and their assessment of vulnerabilities. Governments and development partners are invited to provide inputs to these assessments, that will be used by the CDP when it decides on whether to recommend graduation. It is suggested that governments continue to build awareness on graduation and consider starting the development of a smooth transition strategy, as well as reporting to the CDP. The suggested activities are based on best practice and lessons from previous graduation cases. Apart from the optional request to report to the CDP, they are not part of the official UN graduation process.
