1ST TRIENNIAL REVIEW

Country meets the criteria for graduation for the first time at a Triennial Review of the Committee for Development Policy (CDP)

2006-2009

BETWEEN TRIENNIAL REVIEWS

UNCTAD prepares vulnerability profile and UN Dep. of Economic and Social Affairs (UNDESA) prepares ex ante impact assessment
Country presents its view on graduation at the CDP expert group meeting preceding the second Triennial Review
Country may consider establishing a consultative mechanism, starting preparations for a smooth transition

2009 (deferred), 2012

2ND TRIENNIAL REVIEW & ACTION BY ECOSOC, GENERAL ASSEMBLY

At the next Triennial Review, if country meets graduation criteria for the second time, CDP reviews country statements, impact assessment, vulnerability profile, other.
CDP submits to ECOSOC a recommendation for graduation or defers to next Triennial Review
If graduation is recommended, ECOSOC endorses CDP's recommendation, General Assembly takes note, confirms length of preparatory period

PREPARATORY PERIOD - FROM GENERAL ASSEMBLY RESOLUTION TO GRADUATION

If it has not yet done so, country establishes consultative mechanism, prepares smooth transition strategy (optionally reporting to CDP on the strategy)
Development and trading partners participate in consultative mechanism, provide targeted assistance
CDP monitors development progress, reports to ECOSOC

2020

GRADUATION

Graduation becomes effective, country is no longer in the LDC category
Transition period begins: some international support measures will still be available for a limited period of time. See un.org/ldcportal for details

2020+

AFTER GRADUATION

Graduated country implements and monitors the transition strategy and voluntarily submits progress reports to CDP on implementation
CDP monitors development progress of graduated country and reports to ECOSOC
Development and trading partners and the UN system support the implementation of the smooth transition strategy
